test(ui): the attachments panel snapshot lists the Attach and Delete buttons

Browse Source 
The panel now has an "Attach a file…" button and a "Delete attachment" button; the side-panel
snapshot test (every_panel_matches_its_snapshot) still expected the read-only panel.
