M3: All tools expands to a full, searchable view
An expand button at the top-left of the All tools sidebar opens a view that fills the workspace, like Acrobat's tools page: every tool as a tile, filed under five categories (Create & Edit, Review & Compare, Forms & Signatures, Protect & Standardize, Customize & Automate), with a search field that matches tool names and the items inside each tool, in English or the UI language. Choosing a tile opens that tool's panel; Collapse, Esc or another workspace puts the view away. `--tools full` opens it from the command line and the control channel. The categories live in the engine catalogue (TOOL_CATEGORIES), with a test that every tool group is in exactly one. Six new strings are translated in all 22 catalogues.
