Bruno-Alumn 3862e5e910 LR-VIEW-HISTOGRAM: the histogram stays in view while the Edit panel's sliders scroll (#2679) ...

The histogram was drawn inside the right panel's scroll area, at the top of the Edit panel's contents, so it scrolled
out of sight as soon as the sliders further down were reached. The right panel now draws it above the scroll area
when the Edit panel is shown, with its clipping buttons and EXIF strip, and only the soft proofing strip and the
sliders scroll under it.
