* M6: Dev Mode measurements kept on the canvas, a read-only layers panel
Measurements placed between two layers, along a side or to the layer
around one (devMode.addMeasurement / removeMeasurement / measurements),
stored on the layer they start from (saved, synced, undoable; old files
open without them), drawn in Dev Mode as labelled redlines that follow
the layers and listed, placed and removed in the Inspect tab. In Dev Mode
the layers panel only selects and expands.
* M6: Dev Mode measurements: explicit imports, a measurement row of its own (Sonar)
Board files (File > New board) with sticky notes, shapes with text, connectors that follow what they join (straight or elbow, arrowheads, labels), marker, highlighter and eraser, and stamps; a board toolbar and a contextual bar; the Design panel hidden on boards, Prototype and Dev Mode refused there. Boards are ordinary FigCraft files built from ordinary layers, so saving, undo, export, MCP and live sessions work unchanged. File tabs, recent files and Open files show a pen nib for design files and a note for boards (original icons drawn in code).
Closing a window with unsaved changes asked "Close the window and lose
them?" with only Close without saving and Cancel. It now asks
Don't Save / Cancel / Save, as PhotoCraft and VectorCraft do. Save saves
each file of the window with unsaved changes and closes; a file without
a path (or saved as .fig) gets Save as first, and closing goes on once
that saved it. A failed save or a cancelled Save as keeps the window
open with its changes. The two changed strings are updated in every
catalog.
Presentation tabs now take at most half the free strip while file tabs share it.
They shrink to the minimum tab width first, then the rest go into an overflow
menu, so they never reach the new-tab button, theme toggle or window buttons.
The close X has its own hit rect next to the tab body and is registered every
frame, so a click on it can no longer select the tab instead.

Clicking a page row (or the add-page button) gives the Pages list the
keyboard: Delete or Backspace with no layers selected now deletes the
current page instead of failing with "nothing is selected". No
confirmation; a "Page deleted" toast says so and Undo brings it back.
The context menu's Delete page shows the same toast. Selecting layers,
clicking a layer row or pressing on the canvas gives Delete back to the
layers.
The glass effect's light intensity field had no label, and "Refraction
80%" and "Dispersion 50%" ran into the edge of their fields. The field
is labelled "Intensity" in every catalog. Text labels of number fields
take their measured width instead of 7 points per character, and a
label too long for its field ends in "…" before the value, which is
clipped to its own area. This changes every text-labelled number field:
Latin labels sit a little tighter, CJK labels get their real width.
Refs #256 ("There is one parameter that is not signed in the glass
effect editing options. The inscriptions also go beyond their
borders.").

- The import report translates an importer note when the catalog has it, but 30 notes added by the
`.fig` import series (#626–#639) had no catalog entries, so they showed in English: connector
labels and snapshots, grid track sizing, image filters, slots and their content, vector segment
styles, and text on a path.
- All 30 are now in `en.toml` and in every full catalog: es, de, fr, pt-BR, ru, ja, ko, zh-Hans, cs,
id, sv and tr (30 each). `es-419` overrides only the 3 notes about settings (configuración rather
than Spain's ajustes), as the overlay does elsewhere. The wording follows each catalog's existing
terms for connector, layer, frame, stroke, grid, slot and text on path. The translations are drafts,
like the catalogs, and wait for native speakers' review.
- `every_key_in_the_code_is_in_the_english_catalog_and_no_other` now counts each importer note (the
`warn("…")` literals in `crates/format/src/fig` and `crates/format/src/rest`) as a required key, not
only as an allowed one. A new note that isn't in `en.toml` fails the check, and because Spanish is
in `COMPLETE` it has to be translated there too, so the report can't fall behind again.
`docs/translating.md` says so.
- The importers' texts are unchanged. Notes built with `format!` (layer counts, type names, field
names) still show in English, since the report matches whole notes.
Two vector commands behind the fill-rule panel, split out so they can land
on their own (the panel is held for a maintainer design decision):
- vector.fillRule {ids? | id?, region?, rule: nonZero|evenOdd} sets the
winding rule a filled area fills by (the whole layer when region is left out).
- vector.reverseLoop {ids? | id?, region, loop} turns one loop round, which is
how a hole is made and unmade.
reverseLoop no longer swaps the stored ends of a segment a loop shares with a
neighbour: reversing the loop's list already flips this loop's traversal of the
shared segment, so flipping its segment would turn the neighbour's area round
too (bug called out in review). A new test builds two areas that share a segment
and checks the shared segment and the neighbour's fill are left alone.
Adds the commands to the Vector menu (catalog/parity), their locale labels, and
vector_fill_rule_tests (rule per area or whole layer, junk refused, shared segment).
A layer inside an instance can now override its resizing (hug, fill or
fixed, with min and max sizes; override group `resizing`) and its size.
They were refused, and imported ones were dropped at the first relayout.
Kept through rebuilds, undo, save, .fig and REST import, .fig export and
detach; reset per group and with Reset all changes. Position, constraints
and absolute or grid placement stay the main's.
Czech counts take three integer forms: one (1), few (2-4) and other
(0 and 5+). Since #257 catalogs can supply `few`, so `plural()` gets a
Czech rule and the 38 plural entries in cs.toml now read naturally
("1 vrstva", "3 vrstvy", "5 vrstev") instead of the count-neutral
"Vrstvy: {n}" that #469 used for everything but 1.
Test czech_integer_plurals covers the rule (1; 2-4; 0, 5, 11, 12, 21,
22, 100, 1 000 000), a real key through counted(), and that every Czech
plural entry has one and few. Docs no longer say Czech has only one/other.

Adds crates/ui-egui/locales/cs.toml with all 2165 entries (ui, commands,
menu), marked "draft — needs native review" and kept out of COMPLETE.
Plurals use one/other only; the other form is worded count-neutral so it
reads correctly for 2-4 as well. Lists cs in the pref.language help text,
adds a cs_CZ.UTF-8 detection test and updates the localization docs.
