- Import maps localized TOC style ids (`Sumrio1` named `toc 1`) to
  `TOC1`…`TOC9`/`TOCHeading`, so updated entries keep their formatting.
- The page-number tab goes at the column's right edge, not the page's.
- The TOC field may sit in a paragraph ending a section, so no blank line
  tops the first column; Remove/replace TOC keep that section break.

Tested by the developer in the app with the #3889 reporter's document.
