+Bullets and Numbering decide whether to toggle off from the selected paragraphs' effective numbering, including numbering inherited from a paragraph style or its `basedOn` chain. An explicit `numId=0` override remains unlisted until a list is applied. Toggling preserves custom styles, list definitions and paragraphs outside the selection. Original command and DOCX round-trip tests cover this narrow case related to #3459; it is not a new Word UI measurement. Tests: `toggle_style_inherited_list_off_preserves_other_paragraphs_and_round_trips`, `explicit_list_off_override_is_not_toggled_off_again`.
