Sonar: bump proof_text ratio limit to absorb CI variance

The timed linear-walk test `proof_text_walks_the_runs_once` can
produce 24.6–25.4x ratios on a busy CI runner against a 24x limit.
The test already re-measures twice before failing, so a 30x limit
stays far from the 64x regression it is meant to catch while letting
a loaded runner pass.
