CP1.3: review — six engine tests run again without the Language data now that craft-proof's built-in English is the Moby list

Polish/Portuguese/Czech review commands, the custom dictionary file and the two typing squiggle
tests pass without CRAFT_I18N_DIR at 48ed6f8. English dialects, regions' English and Hyphenation
Options still need the variant table and patterns, so they keep the skip.
