Task panes: follow craft-ui panes at 352a830 (#1756)

craft-ui 352a830 is the head of storytold/craft-libs#187. The panes API
WordCraft uses is unchanged. A floating pane also resizes from its top
edge and top corners, through a 4 pt band above the title bar.
