dotCooCoo 997826c400 Flare: a release with Space held moves the flare to the release point ...

The release that places the rings' end point applied the pointer's last
movement to the end point only, so with Space held the flare changed
shape instead of moving. The release now moves the center by that
movement as well. The progress doc says how Shift and General >
Constrain Angle set the rays' orientation.
