G11: open Arc tool options on canvas click

## Summary
A click on the artboard with the Arc tool (no drag) opens an Arc options
dialog at the pointer, matching Illustrator. Length, angle, and Closed
follow the same form as Line Segment; OK runs shape.arc and remembers
Closed via tool.setOption.

## Tests
- dialogs::tests::arc_click_opens_options_and_ok_draws
- Existing draw2::family::tests::click_opens_dialog_and_arc_shift (tools)
