Fix #2094: Cmd+Shift+O Create Outlines while typing

Keep Type tool from inserting Text when Cmd/Ctrl/Alt is held so the
chord outlines instead of typing, and cover Selection and Type-tool
paths so File › Open and the Artboard tool cannot steal it.
