Name F12 in the Record button's tooltip

Browse Source 
The tooltip only offered Cmd+Space, which macOS gives to Spotlight unless
the user frees it, so on a stock Mac the advertised shortcut opens
Spotlight. F12 already records (shortcuts.rs), as on the incumbent; the
tooltip now names it first.
