ci: add comfortable runtime limits to unbounded jobs (#5931)

Add explicit runtime limits to eight previously unbounded CI, documentation and packaging jobs, preserving existing limits and quality gates.

Validated the timeout-only diff and completed Linux, Windows, corpus, WASM, web, documentation and packaging checks.
