fix(contributors): drop a duplicate people.toml table (#9009)

Browse Source 
Two PRs that landed together each added [people.ronibalthazar], and a
duplicate table makes the file invalid TOML (ui-egui's build script
warns that it can't parse it, so the About window's names are lost).
