Address CodeRabbit review: the manual PSD fixture command names the it test target (#6658)

Browse Source 
psd_recovery_generated is a module of the io crate's single `it` test
binary, so `--test psd_recovery_generated` names no target. The comment now
runs `--test it psd_recovery_generated::write_psds_for_manual_gui_test`.
