Attribute the vendored cmaps.brotli as a repository asset

With hayro-cmap vendored, its Adobe-authored CMap data no longer
arrives through a crates.io dependency: record it as an [[asset]] (same
SHA-256, licence_file at vendor/hayro-cmap/assets/LICENSE.txt) instead
of the [[bundled]] entry, and add the vendored path to the closed
first-party list in xtask so cargo xtask assets passes.
