LRC-LIB-KEYWORDS: document the Keyword List

The LRC-LIB-KEYWORDS row lists the Keyword List, its commands and what
isn't there yet; LR-LIB-KEYWORD no longer says keywords can't be
dragged. What's New describes the list, its dialogs, drag and drop and
the export options.
