Workspace rust-version is 1.95, what the workspace needs (#1841)

`[workspace.package] rust-version` said 1.90 while `jixel` needs 1.94,
`lightcraft-ui-egui` declared 1.95 on its own and the README asks for
1.95. One declaration now, inherited by every crate; the flake's note
says the same.
