Record Korean translation coverage checks

Use only root-supplied Korean translations; overlapping unmerged PRs are not dependencies. Preserve existing main translations. Static catalog, placeholder and source-lookup checks passed. Rust and native/web UI tests were not run because Rust installation remains awaiting approval.
