Honor CARGO_BUILD_TARGET in FreeBSD packaging for aarch64 release builds (#1475)

Resolve host-tuple to the host triple, pass --target to cargo build when
CARGO_BUILD_TARGET is set, and skip the --version smoke run for cross
builds (they cannot run on the x86_64 VM); cross builds get an ELF check
instead. Archive names carry the arch from the target triple.
