M9: Turkish draft catalog
crates/ui-egui/locales/tr.toml translates every UI string (1,577 keys), command label (557) and menu wording (31), machine-drafted and marked "draft — needs native review". Buttons and menu items use bare imperatives (Kaydet, Sil), instructions the polite -in/-ın (seçin, tıklayın); the percent sign goes before the number (%50). Turkish keeps a noun singular after a count, so plural entries give only `other`. Preferences ▸ Language lists Türkçe; System maps tr and tr-TR to it. The catalog passes the i18n check even when listed as complete. docs/translating.md, docs/localization-parity.md and ROADMAP.md list the new draft. Adds my own contributors/people.toml entry.
