aleleba 9c3aa34a16 PR-872944: Revert webpack-dev-server to v5 for Cypress compatibility. 
Cypress 16.1.1 only supports webpack-dev-server v5 for component testing
and fails with "Unexpected major version of webpack-dev-server" on v6.

aleleba 4f0b69e8ae PR-872944: Updating packages. 
Update dependencies with npm-check-updates and run npm audit fix.
Keep eslint and @eslint/js on v9, @redux-devtools/extension on v3,
typescript on v6 and Babel on v7 due to upstream incompatibilities
(eslint-plugin-react, Jest CJS, ts-jest and @babel/register respectively).
Update the versions table in the README.
