aleleba 666af87976 PR-683766: Updating packages. 
Update dependencies with npm-check-updates and run npm audit fix.
Keep eslint and @eslint/js on v9, @redux-devtools/extension on v3,
typescript on v6, Babel on v7 and webpack-dev-server on v5 due to
upstream incompatibilities. Update the README versions table and
bump version to 3.10.8.

aleleba 9c3aa34a16 PR-872944: Revert webpack-dev-server to v5 for Cypress compatibility. 
Cypress 16.1.1 only supports webpack-dev-server v5 for component testing
and fails with "Unexpected major version of webpack-dev-server" on v6.
