web: allow browser zoom in the viewport meta (SonarCloud Web:S7926) (#1974)

Browse Source 
user-scalable=no stops people with low vision from zooming the page. The
canvas keeps its own pinch/pan handling: eframe already prevent_default()s
touch and gesture events on the canvas, so dropping the flag only restores
browser zoom (and accessibility zoom) outside of the app's gestures.
