Apple Pages writes a sizeless w:framePr (xAlign left, y 0, hRule exact) into w:pPrDefault. WordCraft read it as the default paragraph frame, so every paragraph inherited it. The header's title of traditional_skills_job_form was drawn from the page's left edge over the first table, the footer's page number left the bottom of the page, and table rows came out shorter than in Word. Word ignores that frame: its PDF of the same file shows the title at the left margin and "1/4" in the footer. Taking just that element out of styles.xml gives WordCraft the same page. The reader now drops the frame from the paragraph defaults and keeps the rest of them. Frames from styles and direct formatting are unchanged, and the default frame isn't written back on save.
