Headers and footers of an .odt live on its master pages in styles.xml (style:header, -left, -first and the footer equivalents); import skipped them, so a letterhead or logo at the top of every page was lost. They are now read with the body reader into header/footer parts and named on their master page's section, so each section shows its own: every page, left pages (turns on different odd and even pages) and the first page (turns on a different first page). Hidden ones (style:display="false") are left out. A master page without a header or footer gets an empty one rather than continuing the previous section's, as each ODF master page stands alone.
