Wall-clock bounds of 1-2 s failed on loaded runners (checked against the pre-fix behaviour,
re-enabled in the worktree):

- DIFAT precheck: no clock; the precheck's own error is the proof it ran before cfb.
- long hyperlink: no clock (the old per-character copy took ~2.5 s, too close to any safe
  bound); finish_field on the same field charges the work budget exactly one target copy.
- large Prc: 1 s -> 10 s; ~60 ms now, interpreting it per character took 88 s.
- group named by many anchors: 1 s -> 10 s backstop; ~10 ms now. The old code (6-8 s here)
  is caught by the group count, [1000; 3] instead of [1000].
