A line's first item stays on it even when it is wider than the line; markers before it don't count. A floating object's anchor (a zero-size object cluster) did count, so a picture a little wider than the line, after an anchor, went to a second line and left the anchor an empty line of its own above it. Word keeps the picture on the first line. Anchors are now ignored like markers when deciding whether the line already has content.
