6d5cc9ef84 Layout: an empty section mark stays on a full page (#1614)
* Layout: an empty section mark stays on a full page

An empty paragraph that carries a section break, when the next section
starts on a new page, needs no room of its own in Word. Measured: 50 lines
filling a page, then that paragraph, then the next section makes two pages
in Word; WordCraft made three, the middle one blank. A plain empty
paragraph in the same place still moves on, in both.

Found after a landscape drawing page in a 60-page report.
