Finding 78 and WC-02. is_network_path looked only at the first two bytes,
so `\??\UNC\host\share\T.dotx` (any separator mix) passed as local, and
local_path checked the reference before joining it to the document's
folder, so a relative reference from a document named `\\host\share\x`
(file.open with data) became a remote path after the check. The
classifier now also refuses `\??\…` unless a drive letter follows, and
local_path checks the completed path. Pure string logic, the same on
every platform; the same helper guards the folder settings.

Test: cmd::templates::tests::template_references_become_local_paths (extended).
