comment_list scanned the body only, so a comment anchored anywhere else was
listed with no anchor: no balloon beside its text, Go to did nothing, and
Next/Previous Comment never reached it. It now scans every story except
comment text, body first and then each part in Pos order, which is the
order nav_comment relies on. Reuses tools::all_stories.
