The package is dual-scope, so the separate -windows-user MSI was the same package under a
second name. Build and policy-check the single plain-named MSI before signing, which is the
name every sibling app, the launcher and the shared windows-arm64 workflow use. Replace the
loop test with one that checks the MSI is policy-checked once, before it is signed.
dpkruse's Genuine Steps Certificate: a bulleted text paragraph closes a
two-column continuous section, then an empty bulleted one closes another.
Word draws no bullet for the empty one; it is now quiet (takes no room) and
draws no label, still counted. A stacked mark that doesn't fit keeps its
line for the caret but draws nothing below the margin (CodeRabbit).

A continuous section moves the column top down below the text above. at_top()
then held at every new section start, so a paragraph that did not fit was
placed anyway, as on an empty page. A run of one-line continuous sections ran
off the bottom of page 1 (100 of them reached 2,480 pt down a 792 pt page).
The overflow checks for paragraphs now use fresh(): at the top with nothing
above on this page. at_top() still drives the spacing rules, unchanged.
Empty paragraphs that close a continuous section right after another
section's mark took no room. Measured in Word on synthetic files ("Start", N
such marks, "End"): 10 put "End" about 9 cm down page 1; 50, 100 and 200 all
put it on the first line of page 2, the same with 24 pt marks or no paragraph
spacing. So each takes its line while it fits, then stays at the page's
bottom. A mark right after text stays quiet, as measured before.

- A package storing WORD/FONTTABLE.XML (part names are case-insensitive) loaded no
embedded fonts and a save dropped the table and every font: lookups used the exact
constant spelling. They now find the key case-insensitively.
- scrub_private re-pushed attribute values raw (quick-xml push_attribute does not
escape), so a value read from single quotes became malformed XML. The value is now
unescaped and escaped again.
- rel_targets matches _rels/ case-insensitively.

* Task panes: a pane dropped over a docked pane's outer or inner third docks outside or inside it, and the order is kept (craft-libs#357)
* Pin craft-libs at b74f1b6 (pane order on an edge, craft-libs#357)
* Pin craft-libs at b926b5c (craft-libs main)
- docs/zotero.md and peer.rs module docs: a read error, or an open error other than NotFound,
refuses (sandboxes denying /proc/net/tcp: AppArmor, Snap, Flatpak, are refused).
- read_line_capped retries ErrorKind::Interrupted like std's read_line.
- New scan_tables (what owner_check calls) takes the table opener; the 70 MiB test drives it,
so reinstating take(64 MiB) there fails the test. Added tests for EINTR and a denied open.
- Row parsing uses split_whitespace().nth() instead of collecting a Vec.

Stacked text is laid out at STACK_WIDTH whatever the frame, so its flow key now is too.
The nearest-layout fallback only picks layouts of the box's TextVert; the first box in a
direction is laid out (at most a few more layouts).

Ultrareview finding 6: boxes past a chain's 16th distinct width (compared
by exact float equality) showed no text, which resized boxes hit easily.
Widths are now told apart to a twip, and past the cap a box takes the
nearest layout already made (same direction, widest that fits, else the
narrowest). Work stays bounded at 16 story layouts.
Ultrareview finding 7 (also raised by CodeRabbit): opaque non-JPEG
pictures were decoded and charged to the per-layout pixel budget though
they give no outline, and a budget refusal was cached in LayoutCache as a
permanent "no outline". The header (read via into_decoder, PNG tRNS
included) now says whether a picture can be transparent before anything is
charged; Alphas::outline reports OverBudget distinctly from Ok(None), and
Ctx::wrap_outline (via picture_outline) doesn't keep a refusal in
LayoutCache::outlines. Within one layout a refused picture is remembered
so its header isn't re-read.

Build wordcraft.wxs a second time as a dual-purpose package
(Scope=perUserOrMachine: ALLUSERS=2, MSIINSTALLPERUSER=1), shipped as
wordcraft-<ver>-windows-user-<arch>.msi. Registry keys move from HKLM to
HKMU so the same components land in HKLM per-machine and HKCU per-user.

Asked to confirm a non-UTF-8 Turkish dictionary still loads: before this PR
tr_TR was read with read_to_string, so a non-UTF-8 file never loaded; now it
goes through read_capped and decode, which didn't know ISO 8859-9 (Latin-5,
the encoding of older tr_TR dictionaries) and refused it as unsupported.
decode now reads `SET ISO8859-9`, and a test writes an ISO 8859-9 .aff/.dic
to disk and finds words with ğ ı ş İ ç ö ü, as stems and with suffixes.

Ultrareview finding 3: on Linux, when /proc/net/tcp(6) doesn't list the
listener on Zotero's port (WSL2 mirrored networking with Zotero on
Windows, a local proxy, a sandbox), every connection was refused, so
Zotero couldn't be used at all there. Per the owner's decision, refuse
only when both sockets are found and the listener's uid differs from
ours; otherwise log at debug and apply the plain loopback rule, as on
macOS/Windows/BSD. Test: an_unlisted_listener_falls_back_to_the_loopback_rule.
docs/zotero.md and the progress-log row say so. Non-Linux owner check
stays with #3831.

Audit finding 21 (CWE-306): run_command handed document callback authority to
whatever accepted the TCP connection. Zotero's protocol is fixed and has no
authentication, so WordCraft now establishes what it can about the peer itself:
- the address must be loopback, refused before connecting (ZoteroError::Refused);
- on Linux/Android, before the command is sent, the kernel socket table
(/proc/net/tcp, tcp6) must show the listener's end of this connection owned
by the same UID as ours; another user's listener, or one whose owner can't be
established, is refused. No unsafe, no new dependencies.
macOS, Windows and the BSDs have no such table without OS calls; there the
loopback rule is the guard. The residual risk is documented in docs/zotero.md.

- repeating_difat_sample is built only for tests: this crate's, and the
readers' through a `test-support` feature they turn on as a
dev-dependency; it is no longer in the production API.
- Tests write valid compound files with the cfb crate in Word's and Excel's
shapes (WordDocument + table stream with Data, summary and ObjectPool
streams; Workbook with summary streams), in 512- and 4096-byte sectors,
plus an 8 MB one whose FAT sectors spill into a DIFAT chain; each passes
cfb_guard::check and opens (no Word- or Excel-made files are added).
- The .doc work budget notes what it leaves out (floating objects, link
targets, alt text, Prm formatting) and logs one warning per kind once the
document is read (#3692).
