A workspace remembers the changes made in it: switching away keeps them (UiState::workspace_changes, kept with the preferences), switching back restores them, and Reset <name> returns to the saved layout. Saving a workspace starts it with no changes; renaming keeps them, deleting drops them, and deleting the current workspace shows Essentials as it was left. Saved preferences recover a damaged remembered layout instead of losing the whole file. Split from #2965 as a reviewer asked.
