Cursor Agentandnrq6993-a11y 36eed1ac77 Keep fill/stroke chip popover open during proxy drags ...

## Summary
The fill/stroke chip popover no longer closes while the pointer is down, a panel paint drag is active, or the opening click is still on the chip anchor, so dragging fill onto stroke (or the reverse) inside the popover can finish. Color Picker proxies are not added; the reference app edits only the colour the picker was opened for.

## Tests
- panels::tests::dropping_a_proxy_paint_on_the_other_proxy_applies_it (unchanged)
