ci(deps): split Dependabot cargo group into lockstep families (#4223)

Group lockstep crate families into one PR each and batch only patch bumps of everything else, so a crate that needs code changes no longer blocks the rest. No ignore rules; security updates unchanged. open-pull-requests-limit 10.
