Holdout (60 design prompts, cheap proxy, no live Penpot needed): 5.0%
forbidden-API rate (3/60) -- right at the <=5% threshold, APPROVES.

Full mode (10 official prompts against live Penpot): 9/10 measured.
g5-08-reparacion-grises is still pending -- Penpot disconnected mid-run
("No Penpot plugin instances are currently connected", the real
disconnect signature, not the transient "transport dropped mid-call").
Per the established GATE5_ONLY pattern, this prompt gets re-measured
(not accepted as a genuine failure) once Penpot reconnects; the other
9 results are preserved as-is.
