* Actions: actions.record/stop/play/list commands for agents and the CLI (part of #219)

The Actions list moves from UiState to the engine Session, so the panel, photocraft-cli, the control channel and MCP share one list. actions.play checks every nested step with the same authorization a top-level command gets in untrusted sessions.

* Regenerate docs/scorecard.md after rebase
