aiongg 703bc4c821 raster: a translated surface shares one rebuilt tile however many threads build it (#9230) ...

Workers that missed the shared-tile memo at the same time each built
and kept a copy, so the number of copies grew with the thread count and
translated_shares_tiles_rebuilt_from_shared_sources failed on machines
with 16 or more threads. Each worker now takes the tile stored first.
