* Add Polish translation

* Polish: clippy-clean plural rule, plural test, ATTRIBUTION and docs rows

plural_polish used manual range checks (clippy::manual_range_contains) in a
match (); now a plain if/else with ranges. Adds polish_plural_rule, the
pl.tsv ATTRIBUTION row like the other catalogs, and the localization doc row.

* pl.tsv: drop three duplicate keys (Wave, High, Low)

bundled_catalogs_are_consistent and i18n-coverage reject duplicate
(context, source) pairs; the first translation of each is kept.
