Add Vietnamese localization (#2636)

Adds the Vietnamese (vi) UI translation and turns on its coverage gate. A maintainer pass merged main, added 1,029 rows from @tonguyenducmanh's catalog (#3453) and 33 new ones, and set complete_menus.
