The script already validated CARGO_BUILD_TARGET and named the archive after the arch, but
cargo build ignored it, so a cross build compiled for the host. Pass --target, resolve
host-tuple to the build host's triple first, and skip the --version smoke run for any
CARGO_BUILD_TARGET build (an aarch64 binary cannot run on the x86_64 VM).
