* M3: arrow keys follow the Scroll speed preference (#985)

The preference set how far a wheel notch scrolls, but the arrow keys
always moved 40 points. They now move 40 points times the preference's
factor (half at Slow, double at Fast), Page Down / Page Up still move a
screen, and the preference is labelled for both.
