aiongg 9c9bbe2ad6 fix(organize): page content is joined within one decode budget ...

Pruning and page_as_form joined every /Contents entry with a fresh
1 GiB allowance each, so a page naming one compressed stream many
times became gigabytes. Both share one helper that decodes against a
per-page DecodeBudget and fails when it runs out.
