* Comments panel: page groups fold from their chevron (fixes #1554)

* Comments panel: translate the fold-all buttons in every catalog

"Collapse all pages" and "Expand all pages" were missing from the 21
catalogs, so the covers_ui_literals tests failed; the catalogs' hashes
are re-pinned in ATTRIBUTION.toml.

* Add the Vietnamese entries for Collapse/Expand all pages; refresh catalog hashes
