A 1-bit image was decoded for Group 4 up to MAX_DECODED (1 GiB), so a
few kilobytes of Flate could cost a gigabyte, and the same held for the
samples of a colour or grey image read to resample it (pixels). Both now
stop at twice the samples plus a byte a row and 4 KiB, as redaction
does; data past that can only be a decompression bomb, and the image is
left alone.
