With compatibility retain, doc_optimize reports the later of the
header's version and the catalog's /Version. It read /Version only when
it was direct, so a catalog saying 1.6 by reference was reported as the
header's 1.4. It is now resolved first, as the optimizer reads it
(a88c8afb). The bug was already on main; found in pre-push review as a
sibling of that fix.
