Export Data (CSV) wrote field names and values as they are, so a value
from a received form that starts with = or @ (or + or - when it is not a
number) runs as a formula when the CSV is opened in a spreadsheet.

It now uses the rule merge_csv got in #4101, moved unchanged into
runs_as_formula, so the merge report's output is the same. Import Data
takes the added ' off again, so Export Data then Import Data gives back
every value unchanged.
