Hazel Granados 5beaf88a2a M7: paint a new background over older ones (#3591) ...

Marks behind the page content were all inserted at the start of
/Contents, so a second background went under the first and the old
colour stayed. Backgrounds now come first, then behind-content
watermarks, each in the order added. A watermark added after a
background no longer disappears under it.
