* M7: add Cut, Redact, Create Link and Recognize Text to the picture menu; keep the menu open

The right-click menu of a picture in Edit text & images gains Cut Image,
Redact Image (a redaction mark over the picture), Create Link… and Recognize
Text… (for the picture's page), with translations in every catalog.

The menu was drawn only while the pointer was over the picture, so an item
outside it, which is most of a small picture's menu and Delete once the menu
reaches below the page, could not be clicked. An open menu is now drawn
wherever the pointer is.
